All devices like this will have a high-gain amplifier, followed by a variable attenuator then a splitting circuit (some makes might, perhaps, put the attenuator before the amp?). So taking the example of the 4-way Wolsey 12-25dB at the output so a 0 to -13dB attenuator will give that result via the screwdriver-operated variable resistor / potentiometer (on the top lh corner of your masthead metal box), the 4-way splitter loses -8dB so the amplifier has to have 33dB gain internally (25+8). An 8-way will lose -12dB in the splitter so to get 25dB gain at the outlets will require an amplifier with a gain of 37dB to give that. [To design a UHF amplifier that actually varies its gain while remaining 'flat' across the band is too difficult/expensive.] Make all the furthest TV points (longest cable feeds) direct to the amplifier and the closest (shortest cable) ones via the splitter or splitter(s) you fit. Consider if you can split one cable to two rooms nearer the rooms {as you'll keep signal to noise levels higher that way}. It's quite possible you will get away with what you propose BUT bearing in mind 3dB loss is half the signal and you don't know how close to the digital floor you are (without measuring / inserting attenuators until you get breakup:

The Wolsey 4-way m/h has a claimed 12-25dB gain range. An Antiference 8-way m/h has a claimed 1-25dB gain. An Optima 8-way 10-24dB. Other makes are out there. I haven't found noise figures to compare (but lower the better). NB 30m of WF100 (good low loss 'satellite' grade) cable will lose around 5dB of signal on UHF TV frequencies (10m 1.5dB); WF65/CT63 (thin satellite) would be worse @ 2.5dB/10m.A 4-way splitter will lose 8dB per port cf the main outputs (so roughly 1/8th). A 2-way splitter is around 4dB loss (2/5ths).
